Abstract: Who speaks for the dunes? The case for risk based clean-up at the former Guadalupe Oil Field

Unocal has been working on characterization and remediation of the former Guadalupe Oil Field since March of 1990. In that time a comprehensive evaluation of the hydrocarbon contamination at the site has been developed. As part of that effort various studies have been undertaken including as-built surveys of over 170 miles of pipelines and infrastructure, hundreds of monitoring wells and borings have been initiated, thousands of soil-gas data points have been collected, safe media concentrations for humans and wildlife have been developed from a human and ecological risk assessment, as well as extensive surveys of ecological systems for sensitive and/or rare and endangered species. All of these elements have been combined in Unocal's Remedial Action Plan (RAP) and Pipeline and Surface Facility Abandonment Plan which are currently being reviewed by the County of San Luis Obispo in an Environmental Impact Report (EIR). Unocal's approach has been to propose remediation and abandonment activities based on the need to protect sensitive habitats and species, balanced against the requirements for remediation imposed by the State.
