Abstract

For many years, Upstream National Oil Companies (NOCs) have been striving to accelerate meeting international standards of performance to support their strategy, vision, mission and objectives. This has become more significant in view of increased activity due to sustained high oil prices, the need to explore difficult oil and to enhance production from maturing oil and gas fields. At this juncture the NOCs are facing unprecedented technical challenges & paucity of capable technical manpower, need to improve their performance with increased participation of the national workforce. Effective competency development is a combination of awareness, knowledge, skills and attitude that must be demonstrated in order to meet the performance standards required of their jobs like recruitment, training and development including performance management. To further elaborate, key performance indicators need to be identified and described under different levels of competencies.
