Petroleum Resource Management in Norway - National Objectives and a Possible Model for National and Global Studies

The Norwegian Petroleum Directorate (NPD) pursues its role in national petroleum resource management based upon a comprehensive system for classifying the petroleum resources and a coherent reporting system. The NPD petroleum classification system has been developed in cooperation with the petroleum industry and it is based on project maturity, similar to the new SPE/WPC/AAPG/SPEE resource management system.
The NPD contributes to the development and implementation of UN Framework Classification for Fossil Energy and Mineral Resources (UNFC). The experience with decision based classification has been important input for the process and a project approach provides a mean for harmonization with UNFC
NPD receive annual reports by the companies which include reserves, contingent and prospective resources, production, cost, investments, discharges, etc for each current and future project. These annual data form the basis for comprehensive data sets that reflect the evolution of each different project, which can be used for various analysis as well as input to prognoses of production and cost.
The NPD carries out assessments of undiscovered resources by applying a play model method. Input to this analysis is based upon information from fields, discoveries, prospects and from regional geological mapping.
This paper describes some important aspects of the petroleum resource management in Norway and shows by example how this can be used for prognoses and analyses, and how NPD classification relates to UNFC.
