Abstract: Environmental Regulations and the Oil Industry in Russia — A Western Perspective

QUIGEL, J. C., Amoco Eurasia

Summary

There is a common perception amongst many western observers that there is a widespread absence of environmental regulations in Russia and other CIS countries. In reality, there is an abundance of laws and various forms of regulations, as well as regulators, related to environmental protection and safety for hydrocarbon exploration and development. Understanding the system along with its requirements has been a priority area for much of our early focus, and we have been leveraging our limited resources through industry group efforts. As opportunities present themselves, we have also been working to establish relationships with regulators that will allow for closer involvement during future regulatory developments and reform.
