ABSTRACT: The Status and Development Surrounding the SB2004 Program: The Underground Storage Tank Cleanup Fund

The SB2004 Underground Storage Tank (UST) Cleanup Fund was enacted into law late last year and provides for state grants to owners and/or operators of USTs who are faced with remediation of UST leaks. The program is funded through an assessment of $0.006 per gallon of gasoline and has raised more than of $100,000,000. This program, which is being administered by the State Water Resources Board in Sacramento, will continue until 1998. The claimants are divided into priority groupings (A, B, C, and D) depending on specified criteria, including the company's financial status.

As the applications are reviewed for payment, there is an increasing number of eligibility questions which may tend to disqualify some applicants. Hopefully, by the time of the symposium there will be some experience with the handling of the "B" claimants which will be of interest to the remaining applicants in the B and other categories.
